- University Librarian Update – John Culshaw, University Librarian
Ctr for Adv – Together Hawkeyes campaign, encourages engagement.
UL activities include an exhibit featuring Bill Sachter
$70M goal for UI Libraries. Now at 58.5M, so doing well
Hawkeye Caucus (biannual event) – after fall break. travel to Wash DC to talk with pols about funding issues, open access, our NIH Nat’l Lib of medicine at Hardin, etc.

Open-access (OA) publications don’t require a journal subscription to read, so get wider audience. However, somebody has to pay costs to make this possible.
Open access agreements: Costs shift from author to institution.
Types:- Read and publish agreement. Publ costs waived for affiliated authors. Ex: Wiley, Cambridge
- Capped OA agreement. UI buys fixed no. of credits. Expensive, hard to manage. Ex: Amer Chem Soc
- Subscribe to open. UI pays subscription, flips to OA after a threshold is reached. Ex: Annual Reviews, MIT Press, U Mich Pess
- Partnership/membership agreements. Publishers are exclusively OA, we parrner for a fee. Ex: PLOS Biology, PLOS Medicine
Current R&P agreements. Some are UI-only and some are BTAA (big 10 Acad Alliance)
Outcomes (in 2020 - Oct 23): Most are with 3-4 biggies-Wiley, ACS, Cambridge, ACM
Total savings are $1.6M
Impacts: 445 publ, 982 citations, 2.2 cit/pub based on Scopus data (but these are early cites)

Author impact: Happens automatically for authors. Sara is there to help identify good places to publish with OA.

Seniority Time Question
- This question was brought up since our last meeting
- Seniority Date
- Must be 50% or greater full-time status – permanent position
- Any temporary time does not count
- Any break of employment makes you start over
- University start date is your seniority date
- Some confusion on this one that will be cleaned up in the language included in the Operations Manual
- When you are a student or a GME fellow
- Many positions like these don’t count towards that seniority date
- GME positions are contracted positions since there is a built-in end date
E-scooter policy follow-up
- Feedback from the group
- Building Coordinator is asking for additional information
- Policy draft is pushed out to the next meeting
- Student feedback received
- Not a fan of them due to accidents, interactions
- Many are distracted with earbuds
- Not necessarily any set expectations
- Enforcement?
- Education of the policy
- Referenced the bicycle operational guidelines
- Concern about charging batteries and those catching on fire
- More than students using scooters
- Taking up space at bike racks
- Moratorium on third-party vendors still in place (since May 2019)
- Need feedback from fire marshall
- Theft is something else to consider similar to that of bicycles
- Any kind of changes make sense to begin when the academic year begins
- Any changes would have to go through some additional approvals
- Have not touched on e-bicycles yet
